Bulk Cargo Logistics Center of Tianjin Port

 1.Background
    The Bulk Cargos Logistics Center of Tianjin Port is located in the southwestern part of Nanjiang Port of Tianjin Port, the east boundary to Bohai Bay and the north boundary of Entering-Port railway. It is 2 km away from the Jin-Jin (Tianjin-Shanxi) Expressway in the south. Being the only coal collection & distribution and trade base in the coal export in Tianjin Port, the Bulk Cargos Logistics Center has become an organic component of Nanjiang Port Area.
    The "Center" is run by Tianjin Port Bulk Cargos Logistics Co Ltd, a modern group enterprise with the port as a main body. The company aims to set up modernized logistics enterprise and attracts big suppliers and customers, domestic and foreign trade companies, storing companies, transport companies, the unit of coal producing and coal supplying & marketing to mutually carry out development, construction, management and operation in order to realize the strategic situation that is to make mine transport, road transport, port transport and air transport in a coordinated process and form an integration of producing, supplying, marketing and trading. The company makes its purpose of building environmental protection projects in the new century and to keep the sky blue; providing multi-function service for coal business to satisfy the need of different customers; creating fair competition environment to benefit customers and to develop the "Center" at the same time.
    2.The necessity of the project and marketing forecast
    The Center covers a land of 12 square km including commercial and trade section of 1.56 square km, 6 square km of coal operation section and 4.44 square km of ore and oil goods storing section. It is 3 km from the Center to East Dagu Station. Recently a special railway will be linked its track with the East Dagu Station. The local railway from Banqiao to the East Dagu Station has gone into operation and will be opened to the traffic in June 2002. The Center is near to the Jin-Gu(Tianjin-Tanggu) Highway and Haifang Highway. Jin-Jin Expressway has gone into operation. Some assorted facilities including water supply and drainage, electric power and communication are under construction according to the planned designing. The tentative construction scale has formed.
    The business scope of the Center: carrying out land development, transfer and lease; providing customers with operating land; railway dumper and mechanized truck unloading work are used to ensure the high efficiency loading and unloading; storage and processing of bulk cargos; coal pile storing, on-line measurement, accurate calculation, screen, impurity removing and the processing of coal, mixing coal and coke; the freight agency of bulk cargos passageway transport, water transport(barge and feeder ship transport ) and land transport (railway and highway transport); carrying out trade on network and electronic business by means of modernization information system and handling various formalities of the relevant bulk cargos trade concentrately; protecting environment to ensure that the coal work cannot cause pollution out of the Center and provide the customers with better environment.
    3.Planning and layout
    Inside the Center, the north ladder-shaped part is a commercial and trade section of 1.56 square km; middle part is the coal work section of 6 square km; the south 4.4 square km will be the storing section of ore and oil products according to the long-term plan.
    The layout in the coal work area: In the starting section, with the boundary of Logistics Road, the coke storing field is in the east side and coal storing field is in the west side. The dumper system is used to unload coal and store coal in the south of the storing field. Coal is conveyed to the goods yard by means of dumper's unloading and belt conveyer, and stored in the designated coal storing field or coke storing field. The shipment is to connect a coal curve conveyor (with coal conveying capacity of 6000 tons/hour) and a coke curve conveyor (with coke conveying capacity of 1800 tons/hour) with shipping machine of coal berth or coke berth. Inside the storing field, some processing like the screening and impurity removing can be conducted. The coal in the storing field can also go into the mixing system first and then enter the long passageway for transport. The whole system is a high-efficiency and modern coal conveying system with low operation cost and better environmental protection. The Center make efforts to eliminate coal dust pollution by setting up dams and planting trees along the dams. The confined and curved conveying passageway is used to transport the cargos to the Port and ensure that coal work cannot pollute the surrounding environment.
    Plan in the commercial and trade section: It is divided into four regions in terms of the different functions. Entertainment and service region lies in the north, trade management region is in the south, the comprehensive region is in the middle area and producing and transporting region is in the west with business center, afforest center, recreation center and management center.
    4.Construction arrangement
    The company will develop the Center by carrying out the principal of unified planning, rational layout, steping development and implement in different stages. In the first stage, the company plans to invest 2.35 billion yuan to construct coal work section. The construction will go into operation on July 10, 2000. The first step is the construction of trunk lines. Till now, a 2-km-long highway and two two-way eight-lane trunk lines have been completed. A 300,000-square-meter chain storing fields will be set up by the end of June. At present, the company possesses a land of at least 1 square km to invite the investment and another land of 1 square km will be come into inviting investment by the end of 2001. The Center can supply all available lands in the year of 2002 when the implement of the "north coal transporting southward" will be completed. In the second stage, the special railway will be open to the traffic by the end of June 2001. In the third stage, the company will accomplish its preliminary research of modernization system of coal work and the bidding by the end of 2001. In Sept. 2003, the dumper system and passageway belt conveyor system. Meanwhile, measures are taken to construct the infrastructures in the Center's starting section including site backfill, highway, railway, water supply and drainage, electric power, communication and environmental protection. In the fourth stage, anti-saline & alkali plant cultivation base will be built between Haifang Road and the east boundary of the Center.
    The company will establish modernization information system and develop electronic commerce. Meanwhile, it also provides service for business management and production dispatch between the Center and the south station of Xingang Port as well as Nanjiang Wharf. The company established a homepage on the Ganghang EDI network and Internet to enhance the reputation and enlarge the transport market. It will make use of the EDI system to serve the main partners of the Center.
    5.Operation mode and preferential policy
    The company will carry out operation mode of integrated management and multi-element operation. It will follow the market economic regulations and cannot monopolize the market in the Center storage which results in the price raising. Since the implementation of the "north coal transporting southward", Tianjin Port will adopt the measure of "sale-off" to ensure the coal transport charges lower than those in Qihuangdao Port and Huanghua Port as well as the present transport charges in Beijiang.
    The Center will run part of the goods yard and provide whole-course service for middle- and small-size cargo owners. It will adjust market price. The cargo owners can purchase and lease parts of the Center's goods yards. The Center may provide storing, processing and relevant agency services for cargo owners.
    The Center will sell and lease its goods yards and lands with the most preferential and flexible prices. The lease mode is taken to deduce the investment of the Center. The company will conduct its investment invitation in terms of land planning and make efforts to lease 1 square km of land and 1 square km of goods yard in the industrial areas. The Center will handle a capacity of coal storing 1.5-2 million tons for once storage and realize the "southward transport" of most of the coke. Merchants begin its construction in the commercial and trade section. The investment invitation of cooperation and joint venture will speed up the construction of coal convey corridor, dumper system, cleaned coal and storehouse of coal storing. The investment invitation will also speed up the construction of land for carrying out financial insurance, business and bulk cargos trade in the central commercial and trade section as well as the construction of environmental protection projects.
    In the process of land lease and transfer, the Center ensure the following units with the preference:
    1. Cargo owners who have made great contributions to coal transport in Tianjin Port for many years.
    2. The units with annual coal export of 1.5 million tons or annual charcoal export of 500,000 tons in Tianjin Port in recent three years.
    3. The storage units that stops storing legal coal according to the time issued by Tianjin municipality Government.
    4. The units that can bring amount-added sources of goods for Tianjin Port.
    5. The prices for the land with the supply of water, electricity and gas in the storing section of the Center are shown as follows:
    With the usage period of 50 years, the price is 330 yuan/square meter;
    With the usage period of 40 years, the price is 310 yuan/square meter;
    With the usage period of 30 years, the price is 280 yuan/square meter;
    In 2001, the starting lease price is about 30 yuan/square meter per year.
