Tang-Jin Expressway (south section of Tianjin) Construction Engineering

    1.Background
    Tianjin City locates in the center part of Around_Bohai Gulf, to the east of Bohai Sea. The special geographical position settles the main and important road hub of the north part in our country, which undertakes the important traffic responsibilities of passing through the boundary. As an economic center of north China and the modern port city, there is a large demand of modern road communication between the nearby provinces & cities and Tianjin.
    According to the development strategy purpose of economy society during the Tenth Five-year Plan and the current situation of roads in Tianjin, the road construction plan has been made with a theme of "concentrating the strength to develop large-scale high-speed road construction" during the Tenth Five-year Plan. In recent five years, it is panned to construct 66 km of Tangshan-Tainjin Highway(south part of Tianjin), 104 km of Tianjin-Ji County Highway, 37 km Tianjin-Shanxi Highway(east part of Tianjin), and newly-construct 57 km Beijing-Shanghai road, Tianjin part, 38 km Tainjin-shanxi highway(west part of Tianjin) in order to meet the demand of road communication and the transformation of Tianjin highway from "bone-type" to "network-type" in recent ten years.
    2.The necessity of the project and marketing forecast
    Tangjin (Tangshan-Tianjin) Expressway is a branch of Dan-Lha (Dandong-Lhasa) Expressway (now it is named Jing-Shen Expressway), which is a State-level trunk line in the national plan of "Five vertically and Seven horizontally". It is a important component of State-level main trunk lines. The expressway starts from Tangshan in the north and links with Jin-Shen (Tianjin-Shenyang) Expressway. It passes through Fengnan County in Hebei province, Ninghe County, New Coastal Area, Jinnan County, Xiqing County, Dagang District in Tianjin. It ends at Jinghai County in Tianjin and links with Jing-Hu (Beijing-Shanghai) Expressway. The expressway is not only an express passage connecting Northeast areas with East and South China, but also an expressway passage connecting east areas in Tianjin and Tianjin Port with the outside areas. It links with some main trunk lines, State-level highways No 102, No103, No104 and No 205. At present, Jing-Shen Expressway, Jing-Hu Expressway and Tang-Jin Express Tangshan section and north section of Tianjin (Hebei boundary-Tanggu, Tianjin) open to the traffic. It is imperative to join up the whole Tang-Jin Expressway and carry out the construction of Tang-Jin Expressway (south section of Tianjin).
    It is estimated that the daily transport volume of Tang-Jin Expressway will reach 8595 vehicles by the year 2004, 16836 vehicles by the year 2010 and 38592 vehicles by the year 2024.
    3.Construction scale and standard
    Tang-Jin Expressway (south section of Tianjin) starts from west of Tanggu, Tianjin and links with the north section of Tianjin in Tang-Jin Expressway. It passes southward through Jinnan District, Xiqing District, Dagang District. It ends Wangguancun, Jinghai County and links the State-level main trunk line. Jing-Hu Expressway is 66 km long with the four-lane standard. The planned vehicle speed is 120 km/hour with the roadbed width of 28 meters. Along the expressway, there will be 5 overpasses, 7 separating overpasses, 3 super bridges, 21 large- and middle-size bridges and 1 service station. The investment will be 3 billion yuan.
    4.Financial and Economical Analysis
    Charging standard on the Tianjin Expressway:
     A- mold vehicle: 0.71 yuan/vehicle/km
     B- mold vehicle: 0.95 yuan/vehicle/km
     C- mold vehicle: 1.43 yuan/vehicle/km
     D- mold vehicle: 1.91 yuan/vehicle/km
   According to the financial and economic analysis, in the year 2023 the net present value will reach 536,69 million yuan and accumulated net present value will be 2176.89 million yuan. The period of recovery is 15.2 years. The project is feasible in the economy and will be profitable.
    5.Progress of the project
   The project will go into operation in March 2001, complete and open to the traffic by the end of the year 2003.
    6.Pattern of investment
    The project will be cooperatively constructed including 80% of the funds coming from inviting the investment and 20% funds coming from property owner, which will be raised by making use of subsidiary from Transportation Ministry, bank loan, self-owned funds. The cooperation period will last 30 years including 3 years of construction.
